Foreword

Papua New Guinea’s Vision 2050 sets a bold pathway for sustainable economic growth, food security, and improved livelihoods. In line with this vision, the Government has prioritized agriculture and livestock development under the Medium-Term Development Plan IV (2023–2027) and the National Agriculture Sector Plan (2024–2033). Livestock is a critical pillar in achieving these goals, reducing reliance on imports, and creating opportunities for rural communities.


The establishment of the Ministry of Livestock reflects the Government’s commitment to strengthening institutional capacity and ensuring focused leadership in this sector.


Through its strategic alignment with the Livestock Development Corporation (LDC), the Ministry’s priorities are:

   – Rehabilitate and modernize state-owned ranches and abattoirs

   – Restock national cattle herds to rebuild production capacity
   – Support smallholder farmers through targeted programs and market access
   – Foster partnerships with provincial governments, District Development Authorities, local communities, and
     international stakeholders


These actions will reduce reliance on imports, enhance food security, and create sustainable economic opportunities for rural communities.


The Ministry is committed to implementing the Livestock Policy and Industry Bill, strengthening governance, and ensuring that livestock development aligns with Vision 2050, MTDP IV, NASP, and the LDC Strategic Plan 2025–2030.


Through coordinated policy and program delivery, we will build a resilient livestock industry that contributes to national prosperity and delivers tangible benefits to the people of Papua New Guinea.
