Monitoring and Compliance

The governance and operational framework focuses on strengthening institutional oversight, regulatory compliance, and performance accountability within the Livestock Development Corporation (LDC). Central to this system is a robust governance structure that ensures the LDC Constitution is regularly reviewed and effectively implemented. This includes forming specialised Board Committees—such as Audit, Risk, and Compliance—to reinforce organisational integrity and uphold governance standards consistent with the Companies Act 1997.


A comprehensive compliance system underpins safe, ethical, and efficient operations. This encompasses strong Occupational Health and Safety (OHSE) practices, environmentally responsible waste management, and rigorous quality assurance processes that meet ISO standards. Security protocols and risk-management procedures further safeguard assets, personnel, and operational continuity.


To maintain high performance and transparency, the organisation employs a range of monitoring and evaluation mechanisms. These include a Balanced Scorecard to track progress across key performance areas, an Annual Action Plan and Implementation Tracker to guide execution, and structured quarterly and yearly reports submitted to the Board. A dedicated Monitoring and Evaluation (M&E) framework ensures measurable indicators support each strategic priority.


The framework also ensures alignment with national legislation and sector regulations. Once enacted, the Livestock Industry (Development) Bill will guide statutory compliance, particularly around animal health, welfare, and industry oversight. Additionally, operational systems will integrate with the Animal Identification and Traceability System (AITS) to enhance biosecurity, traceability, and regulatory enforcement across the livestock value chain.
